LTVP for Spouse: Application Guide

The Long-Term Visit Pass for a foreign spouse is the route most mixed-nationality couples take once a tourist stamp stops being enough. The rules sit across two agencies, the fees and timelines change with whether you sponsor as a citizen, a PR, or a work pass holder, and the difference between LTVP and LTVP+ is one of the most worthwhile checks before filing.

Who can sponsor and who qualifies

Two sponsor types apply for a spousal LTVP, and they go through different portals.

A Singapore citizen or PR sponsor files through ICA for a legally married foreign spouse aged 21 or above. There is no fixed minimum salary, but ICA looks at the sponsor’s ability to support the family through payslips, CPF history, and tax records. PR sponsors do not get access to LTVP+ for the spouse, only the standard LTVP.

An Employment Pass, S Pass, PEP, EntrePass, ONE Pass, or Tech.Pass holder earning a fixed monthly salary of at least S$6,000 can sponsor a foreign spouse through MOM. The default for this group is the Dependant’s Pass, with the MOM-issued LTVP used only for common-law spouses, step-children without formal adoption, and certain handicapped children who fall outside DP rules. Parents of EP holders sit at a separate S$12,000 threshold and are not part of the spousal track.

Same-sex marriages are not recognised under Singapore law and do not qualify for a spousal LTVP through either route.

LTVP vs LTVP+ for foreign spouses

LTVP+ is the upgraded version available only to foreign spouses of Singapore citizens. The benefits are concrete: longer validity and subsidised inpatient care at restructured hospitals on terms closer to PR. A Pre-approved Letter of Consent can be requested at the LTVP or LTVP+ application stage, but PLOC itself is available to qualifying LTVP and LTVP+ holders alike, so it is not what sets LTVP+ apart.

Eligibility is automatic if there is at least one Singaporean child from the marriage, or if the foreign spouse is pregnant. Without a citizen child and without a current pregnancy, ICA considers applicants more favourably once the marriage has reached at least three years. Marriage duration, sponsor’s ability to support the family, and good conduct of both parties all weigh in.

Spouses of PRs are not eligible for LTVP+ regardless of marriage duration. The standard LTVP is the only option in that case.

The Pre-Marriage assessment is worth doing first

For couples where the sponsor is a Singapore citizen, the Pre-Marriage Long-Term Visit Pass Assessment is the single change with the biggest effect on timing.

PMLA lets ICA pre-screen LTVP eligibility before the marriage is registered. The processing target is about one month. A positive outcome comes as a Letter of Eligibility, valid for one year, that the couple can use to apply for the LTVP after the marriage. With a PMLA already on file, the post-marriage LTVP application typically clears in about six weeks. Without one, the same application can take up to six months.

For a couple already deciding where and when to register the marriage, the practical move is to file the PMLA before the wedding. It costs nothing extra, and the timing difference matters most for the spouse who plans to start work or settle in Singapore right after the wedding.

What the application actually involves

The application is filed by the sponsor, not the foreign spouse. Citizen and PR sponsors log in to the ICA e-Service with Singpass at eservices.ica.gov.sg, complete the form, upload documents, and pay online. EP-route sponsors file through MOM’s EP Online or work pass portal.

Documents that get asked for in most cases include:

  • The sponsor’s NRIC, both sides
  • The applicant’s passport bio page, with at least six months validity
  • The marriage certificate, with translation and legalisation if the marriage was registered overseas
  • Birth certificates of any children from the marriage
  • The sponsor’s three most recent payslips or income documents
  • A recent passport-style photograph meeting ICA’s photo specifications

ICA may also pull CPF contribution history and Notice of Assessment from IRAS without the sponsor uploading them. If the financial picture sits at the edge, ICA can ask for additional supporting documents through the portal.

For an overseas marriage, the marriage certificate is the document that trips up the most applications. The original needs to be legalised or apostilled by the country of issue, then translated into English by a recognised translator if it was not issued in English. A clean copy of both the original certificate and the legalisation page should be uploaded.

Fees, validity, and what changes at renewal

ICA charges S$45 at submission and S$60 at issuance for the LTVP card itself. A Multiple Journey Visa is an extra S$30 if the foreign spouse holds a visa-required nationality. Submission fees are not refunded if the application is unsuccessful, so it is worth confirming eligibility before filing.

A standard LTVP runs for up to two years on first issue and is renewable. LTVP+ runs for three years on first issue and up to five years on each renewal. The remaining time on a current LTVP does not roll over into the renewed one. The new validity starts from the date the issuance fee is paid.

ICA recommends submitting the renewal application at least three months before the current pass expires. The same financial and conduct checks apply at each renewal, which is why a divorce or a long unemployment stretch in the sponsor’s profile can change the outcome at renewal even if the first issue went through cleanly. The LTVP itself does not include the right to work. Holding the pass does not let the spouse take up paid employment until a separate authorisation is in place.

The route for spouses of citizens and PRs is the Letter of Consent from MOM. The employer applies on behalf of the LTVP holder, attaching a copy of the LTVP card, the employment offer letter, and the sponsor’s NRIC. Straightforward cases clear in about seven working days.

The Pre-approved Letter of Consent is the better option for spouses who already know they will work. It is requested at the LTVP application or renewal stage with ICA, not separately later, and runs for the same duration as the LTVP. The quiet advantage for employers is that an LTVP holder working under an LOC does not count against the company’s foreign worker quota, and the foreign worker levy does not apply. That makes hiring an LTVP spouse closer to hiring a PR than hiring a fresh EP candidate. It is worth flagging in interviews.

Checking status after submission

For ICA-route applications, status is tracked through the ICA e-Service portal using Singpass and the application reference number from the acknowledgement. The pass card is delivered to the Singpass app or FileSG once issued, and the work-pass-style enquiry on MOM’s website does not apply.

For MOM-route applications, status sits on the MOM portal at service2.mom.gov.sg/workpass/enquiry or the SGWorkPass app. A common mistake is checking the wrong portal because the sponsor is on a work pass. The portal that matters is the one that processed the application, not the one the sponsor’s pass sits on.
