Applying for Singapore PR is free to attempt but hard to get right: ICA publishes no points system, approves roughly 30,000 to 35,000 new PRs a year, and rejects the majority of applications without giving reasons. An agency cannot guarantee approval, and you should walk away from any that says it can. What an experienced agency changes is how your case is built: the profile story, the documents, the timing, and what to do if the answer is no.

Should you use an agency at all?

Honestly: not everyone should. If your profile is strong, your documents are simple and you are comfortable with the ICA e-PR portal, you can apply yourself and pay only ICA’s official fees. An agency earns its fee in three situations: your case is borderline and how it is presented genuinely matters; your paperwork is complicated (multiple employers, overseas records, family members with different statuses); or you have been rejected before and need to understand what to change. If any agency pressures you to sign up without asking about your profile first, or promises approval, treat that as a red flag. ICA accepts PR applications under these categories:

What ICA actually assesses

Singapore publishes no points calculator, and anyone showing you a “PR score” is guessing. From 35 years of cases, these are the factors that consistently decide outcomes, and none of them works alone. The profile has to make sense as a story, and that is the part most rejected applications get wrong.

Salary and career trajectory

ICA reads your salary against your sector, your age group and the local workforce, not against a fixed number. A steady upward trajectory over several years in Singapore reads better than a high figure you started on last month, because it shows an employer here has repeatedly chosen to invest in you.

Time in Singapore

Length of genuine residence is one of the quietest but strongest signals. Most successful employment-route cases we see have at least two full years of living and working here before applying. Applying at month six because a colleague was approved years ago is one of the most common self-inflicted rejections.

Family ties and life here

A Singaporean or PR spouse, children in local schools, parents or siblings already settled here: family ties tell ICA your commitment is structural, not opportunistic. Family applications submitted together often read more strongly than a solo application from the same household.

Qualifications and your profession

Formal qualifications matter most when they connect to what Singapore needs: healthcare, deep engineering, finance, research and specialist trades read differently from roles the local workforce readily fills. The question ICA is weighing is not “is this person qualified” but “does Singapore need this person to be permanent”.

Age and integration

ICA is planning for decades of contribution, so age interacts with everything above: a 32-year-old with five years here and a rising career is a different proposition from the same salary at 58. Integration signals rarely decide a case alone, but community involvement, National Service considerations for sons, and evidence you treat Singapore as home rather than a posting all add weight at the margin, and marginal cases are exactly where most applications live.

How long does a Singapore PR application take?

ICA’s published estimate is around six months from submission, and straightforward cases often land in that window. Complex profiles regularly take nine to twelve months, and the status simply shows “pending” throughout. Is it worth paying an agency for a Singapore PR application?

It depends on your case, and an honest agency will tell you which side you are on. Strong profile, simple documents: apply yourself through ICA’s e-PR portal. Borderline profile, complicated paperwork, a previous rejection, or a family application with mixed statuses: professional case-building genuinely changes how your file reads. No agency can guarantee approval, and any that promises one should be avoided.

How much does a Singapore PR application cost?

ICA’s official government charges are modest: S$100 per applicant when you apply, and about S$120 in completion fees if you are approved. Is there a minimum salary for Singapore PR?

No official minimum exists. ICA assesses salary against your sector, age and the local workforce. As context, the Employment Pass qualifying salary is S$5,600 for most sectors and rises to S$6,000 for new applications from 1 January 2027, and PR approvals generally sit comfortably above pass minimums. A lower salary with strong family ties or a long residence history can still succeed; a high salary with two months in Singapore usually does not.

Can I apply again after a rejection?

Yes. There is no formal ban on reapplying, and many of our approved clients were rejected before they came to us. The mistake is reapplying with the same file. ICA does not give reasons, so the work is diagnosing the likely weakness, changing what can be changed (salary progression, family circumstances, integration evidence, timing) and resubmitting when the story is stronger, usually six to twelve months later. We also advise on appeals where the circumstances justify one.

Can Work Permit holders apply for Singapore PR?

Under the professional and skilled worker scheme, no. PR applications through employment require an Employment Pass, S Pass or equivalent. Work Permit holders who want a path to PR generally need to upgrade their pass first, which is a career and salary question before it is an immigration one. Can my spouse and children be included in my application?

Yes. Your spouse and unmarried children under 21 can apply together with you, and family applications are often stronger than solo ones because they signal commitment to Singapore. One thing to weigh honestly: sons who become PRs are liable for National Service, and renouncing PR to avoid NS has serious consequences for later applications.
