The complete Tier 1 and Tier 2 occupation list, checked against Immigration New Zealand and current for 2026.
The New Zealand Green List is Immigration New Zealand’s list of in-demand jobs that come with a fast track to residence. If your occupation is on it, you can settle in New Zealand far more directly than through the general points system, and you can start the process from Singapore.
There are two tiers. Tier 1 jobs qualify for the Straight to Residence Visa, which you can apply for as soon as you have a qualifying job or job offer. Tier 2 jobs qualify for the Work to Residence Visa after two years working in the role in New Zealand. The current list has 146 Tier 1 and 37 Tier 2 occupations (Immigration NZ’s Appendix 13, effective 9 March 2026). It has not changed since then, and the Skilled Migrant Category changes on 24 August 2026 do not add or remove any Green List roles.

What changed in 2025 and 2026 (and what didn’t)
18 August 2025: ten trades added to Tier 2
Immigration NZ added ten trades occupations to the Work to Residence pathway from 18 August 2025 (INZ announcement, 13 June 2025): Metal Fabricator, Metal Machinist (First Class), Fitter (General), Fitter and Turner, Fitter-Welder, Pressure Welder and Welder, which must be paid at least 1.3 times the median wage (NZD $45.50 an hour at today’s $35.00 median); and Panel Beater, Vehicle Painter and Paving Plant Operator, at least 1.15 times the median (NZD $40.25). All ten require 24 months of full-time work in New Zealand in the role, and appear in the Tier 2 list below.
9 March 2026: median wage rises to NZD $35.00
From 9 March 2026 the immigration median wage rose from NZD $33.56 to NZD $35.00 an hour, and the Green List partner-support threshold moved with it (INZ, 18 February 2026). The same update recognised 47 more skill level 1 to 3 occupations under the National Occupation List (NOL) for the Accredited Employer Work Visa. The NOL currently applies to the work visa only: the Green List and the Skilled Migrant Category are still coded by ANZSCO, which is why the lists below show ANZSCO codes. This is the most recent change to the Green List itself.
24 August 2026: Skilled Migrant Category changes (Green List unchanged)
On 24 August 2026 Immigration NZ’s Skilled Migrant Category (SMC) changes take effect (INZ, 5 March 2026; final details, 18 June 2026): two new pathways alongside the points system, a Skilled Work Experience pathway and a Trades and Technician pathway; a single wage threshold fixed at the rate in force when you began accruing skilled work experience; a five-month grace period for wage-rate rises; revised points (an overseas bachelor’s degree now scores 4 points); and English test results accepted for five years instead of two where you hold qualifying occupational registration. Draft expressions of interest under the old rules expire on 24 August 2026. This package adds or removes no Green List roles, so the lists on this page are unaffected. It does help Tier 2 applicants in one way: you can count your 24 months at the wage rate that applied when your work visa was granted, so a later rise in the median wage no longer resets the clock. Occupations are listed by ANZSCO code, and some codes cover more than one job title, which is why other sites quote “200+ roles” for the same list. OCSC Global has advised on New Zealand migration from Singapore since 1991. We were Singapore’s first migration agency, and we handle both outbound moves (New Zealand, Australia, Canada) and inbound Singapore PR and citizenship, so we see the Green List from both sides. A few points that matter most for applicants based here:
- You can apply for Tier 1 from Singapore. The Straight to Residence Visa can be applied for from outside New Zealand; INZ requires you to arrive within 12 months of the visa being issued if you applied offshore. Tier 2 is different: the 24 months must be worked in New Zealand, so the usual route is an Accredited Employer Work Visa first.
- English evidence. Singapore citizenship is not on INZ’s exemption list (that covers Canada, Ireland, the UK and the US), and degree-based evidence only counts for qualifications from Australia, Canada, Ireland, New Zealand, the UK or the US with at least two years of study there. Most Singaporean applicants use an approved test taken at a test centre within the last two years, such as IELTS 6.5 overall, PTE Academic 58, TOEFL iBT 79 or OET Grade C+. - Registration and qualification checks. Many Tier 1 roles, including engineers, nurses and allied health, and teachers, need New Zealand occupational registration or an International Qualification Assessment; the right-hand column of each list shows which. We pre-check this before you apply, because it is the most common reason a “perfect” Green List match stalls.
- The roles we see most from Singapore and Indonesia: civil, structural, electrical and mechanical engineers; Software Engineers, Developer Programmers and ICT Security Specialists; registered nurses, physiotherapists and hospital pharmacists; secondary school teachers (Tier 1) and early childhood teachers (Tier 2); and electricians, plumbers and motor mechanics (Tier 2).

Frequently asked questions
What is the New Zealand Green List?
The Green List is Immigration New Zealand’s list of occupations in long-term shortage that come with a fast route to residence. It has two tiers: Tier 1 roles qualify for the Straight to Residence Visa, and Tier 2 roles qualify for the Work to Residence Visa after 24 months of work in New Zealand. The current list is Appendix 13 of INZ’s Operational Manual, effective 9 March 2026.
How many occupations are on the Green List in 2026?
As at 9 March 2026, Appendix 13 lists 146 Tier 1 occupations and 37 Tier 2 occupations by ANZSCO code, 183 in total. Some codes cover several job titles, which is why other websites quote 200 or more “roles” for the same list. The full lists are on this page.
What is the difference between Tier 1 and Tier 2?
Tier 1 roles qualify for the Straight to Residence Visa: you can apply as soon as you have a qualifying job or job offer with an accredited employer, including from outside New Zealand. Tier 2 roles qualify for the Work to Residence Visa: you first work full-time in the role in New Zealand for 24 months, within the 30 months before you apply, for an accredited employer, then apply for residence. Both require you to be 55 or younger and paid at least the role’s specified rate or NZD $35.00 an hour.
What is the Green List pay rate in 2026?
Since 9 March 2026 the median wage Immigration NZ uses for the Green List is NZD $35.00 an hour. If your occupation has no specific rate in Appendix 13, you must be paid at least $35.00. Where a rate is specified it is usually a multiple of the median: the metal trades added in August 2025 require at least 1.3 times the median (NZD $45.50), and panel beaters, vehicle painters and paving plant operators at least 1.15 times (NZD $40.25). Several Tier 1 roles have higher fixed rates, shown in dollars in the list.
Can I apply for a Green List visa from Singapore?
Yes for Tier 1. The Straight to Residence Visa can be applied for from outside New Zealand; Immigration NZ requires you to arrive within 12 months of the visa being issued if you applied offshore. For Tier 2 you must first work in the role in New Zealand for 24 months, usually on an Accredited Employer Work Visa, before applying for the Work to Residence Visa.
Do Singaporeans need IELTS for a Green List residence visa?
Usually, yes. Immigration NZ’s citizenship exemption covers only Canada, Ireland, the United Kingdom and the United States, and degree-based evidence only counts for qualifications from Australia, Canada, Ireland, New Zealand, the UK or the US with at least two years of study there. Most Singaporean applicants meet the requirement with an approved test taken at a test centre within the last two years: IELTS 6.5 overall, PTE Academic 58, TOEFL iBT 79, or OET Grade C+ in all four skills. Partners and children aged 16 or over need a lower score, such as IELTS 5; children under 16 have no English requirement.
What changes on 24 August 2026?
Immigration NZ’s Skilled Migrant Category changes take effect: two new pathways (Skilled Work Experience, and Trades and Technician), a single wage threshold fixed at the rate when you began accruing skilled work experience, a five-month grace period, revised points, and English test results accepted for five years where you hold qualifying occupational registration. Draft expressions of interest under the old rules expire on 24 August 2026. The Green List lists themselves are not changed by this package; the one Green List-related change is that Work to Residence applicants can count their 24 months at the wage rate that applied when their work visa was granted, if they started earning it within five months of approval.
Is there an official New Zealand Green List PDF?
No. Immigration New Zealand publishes the Green List as a searchable web tool and as HTML in its Operational Manual (Appendix 13); it does not publish a PDF. The PDFs circulating online are usually copies of older Appendix 13 versions. Our own June 2024 Tier 1 and Tier 2 PDFs are linked below for reference and are being replaced; the lists on this page are the current version.
